Executive Session
Board of Selectmen
Thursday, June 18, 2009

Selectmen Present: Kimberly Ferguson, Chair, and Members James Jumonville, Kenneth O’Brien, Anthony Renzoni, and David White.  

Also present:   Brian J. Bullock, Town Manager
                        Jacquelyn Kelly, Assistant Town Manager
                        Stephen Madaus, Town Counsel

The Selectmen entered executive session at approximately 3:50 p.m.   

Status of Collective Bargaining

Town Manager Bullock reported that the town is currently in mediation with all bargaining units.  In general the issues are salary and design changes to health insurance programs being proposed by the town for cost savings.  

Selectman O’Brien questioned why the union contracts are still not settled and wanted the reasons that have resulted in two unfair labor practice complaints being filed against the town.  He wanted an explanation from Labor Counsel.  Selectman White commented that these types of complaints are often a means of leveraging bargaining position.  

Selectman O’Brien wanted more information on the details of the negotiations to keep abreast of management and labor positions.  Mr. Bullock said that a summary of the status of negotiations can be provided.  Although Board Members need to be kept informed, they do not play an active role in labor negotiations according to the Town Charter.

Adjourn Executive Session

On a motion by Selectman White, seconded by Selectman Jumonville, it was voted to conclude the Executive Session and return to open session at approximately 4:07 p.m.
Roll Call Vote:  Chairman Ferguson - Aye; Selectman Jumonville - Aye; Selectman O'Brien – Aye, Selectman Jumonville – Aye, and Selectman White – Aye.
